Appropriates $419.2 million in new funding and $671 million in reappropriations for the Office for the Aging's Aid to Localities programs for fiscal year 2026-27, including $245.7 million from the General Fund and $172.2 million from federal funds

Allocates $71.2 million for the Expanded In-Home Services for the Elderly Program (EISEP) and $42.7 million for Community Services for the Elderly, with up to $15 million designated for addressing unmet needs of elderly residents

Provides $53 million to address unmet needs of the elderly as reported through area agencies on aging, which may be interchanged with other Office for the Aging appropriations

Funds nutrition programs including $102.6 million for federal Title III-c nutrition programs and $42 million for the Wellness in Nutrition (WIN) program, plus $9 million for senior community service employment

Authorizes the Budget Director to withhold appropriated payments if a General Fund imbalance of $2 billion or more occurs in fiscal year 2026-27, with exemptions for public assistance, federally-mandated payments, debt service, and court-ordered payments
