Allocates $15 million for dairy farm modernization grants through Farm and Food Growth Fund, Inc. to expand milk storage capacity, transfer systems, and cooling technologies

Provides $5 million annually in competitive grants ($20,000-$500,000 per award) for municipal and nonprofit animal shelters, pounds, and humane societies for facility construction, renovation, and equipment

Includes $14 million for State Fair facility improvements and $10 million for regional school food infrastructure such as aggregation hubs and commissary kitchens
