Prohibits New York public schools, charter schools, and special education programs from denying admission, delaying enrollment, or excluding students based on actual or perceived citizenship or immigration status of the child or their parents

Bars schools from collecting information about citizenship, immigration status, place of birth, or national origin unless required by state or federal law, and prohibits designating such information as directory information

Prohibits school personnel from threatening to disclose or disclosing student or family immigration status to immigration authorities or other entities unless required by law

Requires immigration enforcement authorities to present a valid judicial warrant or subpoena before entering school property or school functions, with schools required to develop review procedures within 30 days of enactment

Authorizes the Attorney General to bring civil actions seeking damages and injunctive relief for violations, with a six-year statute of limitations and recovery of attorneys' fees for successful cases
