Creates the New York Advanced Nuclear Energy Office within the New York State Power Authority to provide strategic leadership for establishing advanced nuclear reactor facilities, promote high-wage manufacturing jobs, and coordinate public outreach programs

Establishes a Nuclear Permitting Coordinator position to serve as a single point of contact for stakeholders navigating local, state, and federal regulatory processes for nuclear energy projects

Creates the New York Advanced Nuclear Development Fund to provide reimbursement-based grants to businesses, nonprofits, and government entities for nuclear project development expenses including feasibility studies, site planning, engineering designs, and federal licensing fees

Authorizes the fund to draw from Environmental Bond Act of 2022 moneys designated for green buildings projects (from the $400 million minimum allocation) and legislative appropriations

Requires grant recipients to enter written agreements with benchmarks and milestones, and to repay funds if project benchmarks are not met; grants cannot reimburse expenses paid with other government financial assistance
