Covers programs including the Teacher Opportunity Corps, Empire State Excellence in Teaching Awards, New York State Master Teacher Program, and any future teacher support initiatives

Prohibits denying eligibility solely because a teacher works at a non-district school, non-public school, or contracted special education program

Requires the Commissioner of Education to update program rules, application materials, and outreach efforts within 120 days to explicitly include covered school teachers

Allows exclusion of covered school teachers only after documented due diligence review determines legal or operational barriers exist, with written justification posted publicly and submitted to legislative education committee chairs within 30 days
