Study prompted by 2024-2025 data showing over 670 work zone intrusions, 171 worker injuries, and 2 worker fatalities on New York roadways

Contracted entity must gather input from DOT, road contractors, construction unions, workers, municipal officials, and associations, and hold at least three public hearings statewide

Study must evaluate current safety regulations, best practices from other states and countries, data-driven protection models, and anticipated costs of implementing new safety rules

Final report with findings and recommendations due to the Governor and legislative leaders within one year of enactment; results are non-binding on the executive or legislature
