Requires the New York Department of Health Commissioner to develop written informational materials about episiotomy for distribution to maternity patients

Mandates maternal health care providers (physicians, midwives, nurse practitioners, physician assistants) provide this information to patients prior to planned vaginal deliveries, or after delivery for unplanned vaginal births

Required information must cover potential maternal injuries from episiotomy, impact on future deliveries, circumstances when episiotomy may be medically necessary, and patient consent requirements

Commissioner must consult with health care professionals and organizations including the American College of Obstetricians and Gynecologists and New York State Association of Licensed Midwives when developing materials

Takes effect 180 days after becoming law, with immediate authorization for rulemaking to implement the requirements
