Prohibits state financial and technical assistance for siting commercial renewable energy systems (such as solar farms) on agricultural land, while allowing assistance for agrivoltaic systems and on-farm electricity projects

Bars zero emission credits and other incentives for renewable energy systems located within agricultural districts, critical environmental areas, grassland bird conservation centers, NYS bird conservation areas, and wildlife management areas

Denies real property tax exemptions for renewable energy systems sited in the same protected environmental and agricultural areas

Exempts agrivoltaic energy systems and systems designed primarily to provide on-farm electricity from these restrictions

Amends the Agriculture and Markets Law, Public Service Law, and Real Property Tax Law; takes effect immediately
