Expands the New York Insurance Superintendent's authority to seek conservation orders for domestic insurers, in addition to the existing authority over foreign and alien insurers

Requires the conservator of a domestic insurer to analyze the company's business and financial condition and take necessary action to correct problems that led to the conservation order

Authorizes the conservator to work toward restoring the domestic insurer to private management and normal operations

Removes the ground of property sequestration in another jurisdiction as a basis for conservation orders against domestic insurers, limiting that provision to foreign insurers only

Takes effect immediately and applies to all conservation appointments occurring on or after the effective date
