Expands the definition of "employee" under New York education law to include workers receiving compensation from construction contractors whose duties involve direct student contact at school facilities

Requires fingerprinting and criminal background checks for construction contractor employees before they can work on school district, charter school, BOCES, or nonpublic school facilities occupied by students

Directs the Commissioner of Education to create or expand an internet-based web portal system allowing construction contractors to access fingerprint results and arrest notifications by entering employee name and social security number

Defines "construction contractor" as any individual or entity seeking to perform construction and/or maintenance work on facilities occupied at any point by students

Adds construction contractors to the list of provider agencies required to obtain statewide central registry clearances for child abuse and maltreatment under social services law
