Amends New York General Municipal Law to require industrial development agencies (IDAs) to include either a school district superintendent or a school board representative as a mandatory member

IDAs currently consist of 3-7 members appointed by municipal governing bodies; this adds school district representation as a requirement rather than an option

Allows agencies at the 7-member maximum to temporarily exceed that limit to accommodate the new mandatory school representative, then reduce back to 7 as non-mandatory seats become vacant

Updates gendered language in the statute from "his" to "their" and "chairman" to "chairperson"

Takes effect 180 days after becoming law
