Requires landlords to maintain all obligations during the moratorium, including keeping premises livable, safe, and sanitary, while tenants must continue paying rent at the last lawful rate

Increases civil penalties for illegal evictions during winter months to $5,000-$50,000 per violation, compared to $1,000-$10,000 for violations occurring between April 16 and October 31

Requires landlords who receive full payment satisfying a nonpayment judgment to move to vacate that judgment within 30 days or be barred from commencing subsequent nonpayment proceedings
