Requires the Office of Renewable Energy Siting and Electric Transmission (ORES) to promptly publish and regularly update on its website all applications for permits to site major renewable energy facilities and major electric transmission facilities, including supporting documentation and responsive documents.

ORES must review any claims of exemption from disclosure within ten days of receiving applications and documents before posting them publicly.

Redactions are limited to the minimum necessary to comply with freedom of information law, protect locations of threatened or endangered species, or safeguard sensitive environmental information.

Trade secret claims must be examined by ORES for "particularized and specific justification," with redactions permitted only if disclosure would cause substantial competitive injury to the applicant.

Takes effect 60 days after becoming law.
