Requires establishment of offices in each county, with the principal office in Albany and at least one office of substantial presence in New York City

Provides legal representation to crime victims and witnesses served with judicial orders allowing defendants access to their homes or businesses during discovery proceedings

Offers legal assistance with victim compensation applications after other available office resources have been exhausted

Assists victims in submitting comments and statements to courts and parole boards, and provides information on victims' legal rights during criminal proceedings
