Prohibits Immigration and Customs Enforcement (ICE) from enforcing federal immigration law within 1,000 feet of designated sensitive locations in New York State

Defines sensitive locations as government buildings (including courts), healthcare facilities, mental health facilities, correctional facilities, homeless shelters, and houses of worship

Requires ICE officers to present a physical copy of a valid judicial warrant signed by a federal judge and officer identification to conduct enforcement within buffer zones

Bars state agents, local government representatives, and state-funded healthcare facilities from assisting ICE without a valid warrant, including confirming individuals' presence, providing security footage, electricity, food, shelter, or other material assistance

Authorizes the Office of General Services to debar contractors who persistently violate these provisions; takes effect 90 days after becoming law
