Prohibits all assignment of benefit agreements executed on or after January 1, 2027, making any such agreements unlawful, void, and unenforceable

Requires pre-2027 assignment agreements to include written itemized cost estimates, specific notice language in 18-point bold uppercase type warning homeowners of their rights, and provisions allowing rescission within 14-30 days without penalty

Prohibits contractors from collecting payments from insured homeowners beyond the policy deductible, placing liens on property, reporting to credit agencies, or charging cancellation fees, penalties, or administrative fees

Mandates assignees provide 10 business days written notice before filing litigation, maintain detailed records including photographs and moisture readings, and indemnify homeowners from all liabilities, damages, and attorney fees
