Directs the Commissioner of Motor Vehicles to conduct a study reviewing motor vehicle and motorcycle safety inspection requirements under Vehicle and Traffic Law section 301

Study must examine whether additional inspection items should be added or existing items modified to ensure operational safety

Requires review of the maximum fee authorized for official inspection stations, assessing whether current fees adequately balance costs for both consumers and inspection stations

Commissioner must submit findings and recommendations to the Governor, legislative leaders, and transportation committee chairs within one year of the act's effective date

Act takes effect 30 days after becoming law
