Dedicates portions of state and county highways across six New York counties (Cayuga, Seneca, Ontario, Wayne, Niagara, and Erie) as the Harriet Tubman Underground Railroad Byway

Creates a route spanning from Auburn (Cayuga County) through Geneva, Lockport, and Buffalo, terminating in Niagara Falls near the Canadian border

Requires the Commissioner of Transportation to install and maintain signage reading "Harriet Tubman Underground Railroad Byway" along the designated route

Designation is ceremonial only; official highway names and route numbers will remain unchanged to avoid confusion and disruption of commerce

Amends the Highway Law by adding new section 342-fff, effective immediately upon passage
