Authorizes the Civil Service Commission to designate up to 1,700 school district positions for persons with developmental disabilities, including intellectual disabilities, cerebral palsy, Down syndrome, autism spectrum disorders, Prader-Willi syndrome, and other neurological impairments

Classifies designated positions in the noncompetitive class, meaning they are exempt from standard competitive civil service examinations

Requires certification of disability status by either the Department's employee health service or the Office for People with Developmental Disabilities before appointment

Allows positions to be filled on either a full-time or part-time basis

Grants employees hired under this program the same opportunity to take promotional examinations as competitive class employees
