Creates a voluntary "Recovery Ready Workplace" certification program administered by the Office of Addiction Services and Supports in consultation with the Department of Labor

Requires certified employers to maintain naloxone on-site with trained personnel, provide SUD training for supervisors and employees, and connect with a recovery community organization within six months of certification

Mandates certified workplaces offer health benefits with comprehensive substance use disorder coverage, including medications for opioid use disorder, aftercare, and counseling that meet mental health parity requirements

Requires employers to develop certification plans in cooperation with collective bargaining representatives or with meaningful employee participation, and to update drug and alcohol policies within one year of certification

Takes effect 180 days after becoming law
