Mandates sellers provide these materials at the point of sale for every electric-assist bicycle and electric scooter sold in New York State

Required information must cover vehicle classifications, maximum speed limits by class, permitted operating locations (streets, bike lanes, paths), age restrictions, and helmet requirements

Materials must also include penalties for unlawful operation and guidance on finding local laws, ordinances, and regulations that may apply

Pamphlets may include QR codes linking to the information and any additional safety guidance the commissioner deems useful
