Mandates annual public reporting by the Commissioner of the Office for People with Developmental Disabilities detailing disbursements, recipients, award amounts, and purposes

Takes effect 180 days after becoming law, with the Office for People with Developmental Disabilities responsible for approving expenditures and spending funds within each fiscal year
