Expands existing dog breed discrimination protections to include renters' insurance policies, in addition to homeowners' insurance policies already covered under current law

Prohibits insurers from refusing to issue or renew, canceling, or charging increased premiums based on a policyholder owning or harboring any dog of a specific breed or mixture of breeds

Removes the word "solely" from existing law, strengthening protections by preventing breed from being used as any factor in insurance decisions

Takes effect 90 days after becoming law and applies to all policies issued, renewed, modified, altered, or amended after that date
