Creates the New Hartford Volunteer Exempt Firefighters' Benevolent Association as a not-for-profit corporation in Oneida County, New York

Limits membership to volunteer firefighters who have completed five years of service with the New Hartford Fire Department and achieved exempt status; excludes paid firefighters and those removed for cause

Authorizes the association to provide relief and assistance to indigent, disabled, or injured volunteer members and their families, maintain headquarters, and organize social and recreational activities

Establishes governance by a board of trustees with at least 7 members, including president, vice-president, secretary, treasurer, and three trustees elected at annual meetings

Grants the association authority to collect foreign fire insurance premium taxes under Insurance Law sections 9104 and 9105, effective for premiums received on or after January 1, 2027
