Expands New York City's legal definition of tenant harassment to include five new prohibited landlord behaviors: unauthorized bank account withdrawals, patterns of repeated unauthorized withdrawals, false or misleading rent statements, refusing to reimburse or apply rent credits within 30 days, and commencing non-payment proceedings for rent not actually owed

Tenants who experience these newly defined forms of harassment are entitled to treble (triple) damages in addition to other remedies

Existing remedies for harassment remain available, including compensatory damages or $1,000 (tenant's choice), reasonable attorneys' fees and costs, and potential punitive damages at the court's discretion

Amends the Administrative Code of the City of New York, specifically sections 27-2004 and 27-2115

Takes effect immediately upon passage
