Caps total annual grants at $15 million, with 50% reserved for nonprofit organizations with 100 or fewer employees

Eligible organizations must be 501(c)(3) nonprofits or public television/radio corporations, operating in New York for at least one year with at least 33% of their audience located in the state

Establishes a "nonprofit news media jobs formula grant fund" in the state treasury, with unexpended balances carrying over to subsequent fiscal years

Prohibits state agencies from conditioning, modifying, or revoking grants based on editorial content or coverage decisions of recipient organizations
