Authorizes counties, cities, towns, and villages to establish special districts individually or jointly for financing and operating general ambulance services, following procedures similar to those for fire districts

Requires any municipality establishing or joining a new ambulance district to dissolve and abolish any preexisting local district serving the same jurisdiction

Mandates the commissioner, in consultation with the State Office of Fire Prevention and Control, to publish a report on volunteer firefighter and ambulance services staffing by January 1, 2027

Report must examine recruitment and retention challenges for volunteer fire departments and ambulance services, with specific focus on rural areas and regions with geographic challenges such as mountains, waterways, or limited transportation

Report must include recommendations to address identified staffing challenges, to be submitted to the governor and relevant legislative committee chairs
