Defines unsafe features as simulating companionship or relationships, including using personal pronouns ("I", "my"), expressing emotions, engaging in flattery, asking unsolicited emotional questions, or retaining personal/health information beyond 12 hours

Bans chatbot outputs that promote suicide, self-harm, eating disorders, drug/alcohol abuse, secrecy about chatbot interactions, self-isolation, or sexually explicit content involving minors

Establishes private right of action for injured individuals and allows Attorney General to seek civil penalties up to $25,000 per violation, with rebuttable presumption that chatbot caused harm if it encouraged harmful conduct

Takes effect 180 days after enactment; exempts chatbots used solely for customer service, commercial information, or internal business/government employee productivity
