Authorizes the City of Poughkeepsie to establish a school speed zone camera demonstration program imposing monetary liability on vehicle owners for speeding violations exceeding 10 mph over posted limits

Limits photo speed violation monitoring systems to no more than 3 school speed zones at any one time, with cameras operating during school hours, one hour before and after school, and during student activities

Sets maximum penalties at $50 per violation, plus up to $25 additional penalty for failure to respond to a notice of liability within the prescribed time period

Requires annual calibration checks by independent laboratories, daily operator set-up logs, and mandatory signage warning drivers of camera use in compliance with MUTCD standards

Program expires December 31, 2030, with annual reporting requirements to the governor and legislature on crash data, violations recorded, revenue collected, and program expenses
