Requires the commissioner to draw from regional waiting lists in chronological order as capacity becomes available, with eligible persons served based on when they joined the list

Permits the commissioner to prioritize certain populations on the waiting list, including persons transitioning from nursing facilities

Extends the deadline for transitioning nursing home diversion and transition waiver services to managed care programs from January 1, 2027 to January 1, 2032

Requires eligible persons to reside in the approved waiver region where a vacancy occurred to receive services from that region's waiting list
