Establishes a Small Business Energy Assistance and Advocacy Services Program within the Division for Small Business under Empire State Development Corporation

Requires the program to solicit input from small businesses on energy needs, provide information on energy assistance programs, and hold quarterly forums in each utility service territory to educate business owners on lowering energy costs

Authorizes the Division for Small Business to initiate, intervene in, or participate in proceedings before the Public Service Commission to advocate for equitable treatment of small businesses in energy-related policies

Grants the division authority to file formal complaints with the Public Service Commission regarding gas, electricity, and steam heat services on behalf of small businesses

Mandates annual reports to the governor and legislature by March 15th on program actions and recommendations for improving energy affordability and efficiency for small businesses
