Requires the village to dedicate approximately 1.10 acres of replacement parkland on Windmill Lane (S.R. 27A) near Coopers Farm Road as a condition of the alienation

Mandates that if the replacement parkland's fair market value is less than the discontinued parkland, the village must dedicate the difference toward acquiring additional parklands or capital improvements to existing park facilities

Requires compliance with federal requirements before alienation if any federal funding was used for the original parkland, including obtaining approval from the Secretary of the Interior for equivalent land substitution
