Requires the New York Public Service Commission to provide both virtual and in-person access for all proceedings involving gas, electric, combination gas and electric, and water utilities

Mandates electronic document submission be accepted in all proceedings, eliminating the requirement for physical copies

Defines "documents" broadly to include testimony, exhibits, interrogatories, motions, briefs, comments, rulings, orders, and other filed materials

Limits virtual and in-person access to settlement negotiations to admitted parties who agree to confidentiality rules

Takes effect 120 days after becoming law, with immediate authorization to develop implementing regulations
