Amends New York's Public Officers Law (FOIL) to allow redaction of personally identifying information of private individuals in municipal land use applications submitted to planning boards, zoning boards of appeals, or similar local bodies

Redaction is permitted where disclosure would constitute an unwarranted invasion of personal privacy or create a risk of fraud or identity theft

Prohibits redacting information necessary to understand the nature of the application or the basis for the board's determination on that application

Takes effect immediately upon enactment
