Authorizes Boards of Cooperative Educational Services (BOCES) to establish workers' compensation reserve funds, adding them to the list of entities already permitted to do so (municipal corporations, school districts, and fire districts)

Allows BOCES that are self-insured under workers' compensation law to set aside funds specifically for paying compensation, benefits, medical expenses, and program administration costs

Requires reserve fund moneys to be deposited and accounted for separately from all other BOCES funds

Permits BOCES governing boards to transfer excess funds at fiscal year-end to other authorized funds or apply them to the next year's budget appropriation

Updates gendered language in the existing statute from "him" to "such chief fiscal officer"
