Mandates uniform presentation of information including executive summaries, projected bill impacts by customer class, operating expenses, capital expenditures, and side-by-side comparisons of current and proposed rates

Prescribes uniform calculation methodologies for revenue requirements, cost of capital, return on equity, depreciation, and cost allocation among customer classes

Requires utilities to provide clear explanations of all formulas, data sources, assumptions, and changes from prior rate cases, with workpapers that allow regulators and the public to replicate calculations

Takes effect one year after enactment, with the Commission authorized to reject or suspend noncompliant filings and require all materials be made publicly available online
