Defines "under bets" as wagers on an athlete achieving less than a stated performance threshold (points, rebounds, assists, yards, goals, etc.) and "proposition bets" as wagers on specific events not dependent on final game outcomes

Requires the task force to study integrity risks, economic impacts on sportsbooks and the state market, harms to athletes (including harassment and threats), effects on consumers and problem gambling, and fraud detection mechanisms

Mandates consultation with stakeholders including sportsbook operators, the state gaming commission, academic researchers, consumer protection advocates, and professional sports leagues

Task force must submit findings and recommendations to the governor and legislative leaders by December 31, 2026, with the act expiring 90 days after report submission
