Creates four new criminal offenses under Article 126 of the Penal Law: serious physical injury by vehicle (class B misdemeanor), aggravated serious physical injury by vehicle (class A misdemeanor), death by vehicle (class A misdemeanor), and aggravated death by vehicle (class E felony)

Defines "vehicular violence" as conduct while operating a motorized vehicle, other than DUI, that negligently causes injury or death to another person

Aggravating factors include driving with a suspended/revoked license due to DUI, prior DUI conviction within 10 years, speeding 20+ mph over the limit, committing multiple traffic infractions, or causing harm to multiple victims

Adds a mandatory vehicular violence awareness component to the pre-licensing driver education course, including curriculum on laws governing conduct causing injury or death while operating a vehicle

Requires the driver's license written test to include questions on vehicular violence laws
