CUNY Board of Trustees chair must conduct an audit of the university's participation in retirement systems covering 1998 to present, examining enrollment, management, contributions, and employee payroll deductions

Audit must identify all lapses where employees were not enrolled in retirement systems or where CUNY failed to make required contributions or payroll deductions

Board must establish a public, non-proprietary database listing each lapse by employee identifier, including location, dates, and total dollar amount of missed contributions

Initial report with findings, conclusions, and recommendations must be submitted to the governor and legislature within one year of the act's effective date and posted on CUNY's website

Annual audits must be conducted thereafter, with reports released by February 1st covering the prior calendar year
