Creates a Cultural District Stakeholders Council with community-led governance, composed of founding cultural organizations, non-voting government representatives, and additional members approved by two-thirds vote, responsible for developing a 10-year master plan and administering grants

Establishes a Youth Cultural Leadership Council for residents ages 14-24 to advise on youth programming, co-design projects, and participate in budget recommendations

Appropriates $25 million total: $5 million for operations, staffing, grants, and youth programming, plus $20 million for capital projects including cultural facility rehabilitation, affordable artist housing, historic preservation, and public art

Requires annual reporting to the governor and legislature on district activities, grant impacts, capital investments, and economic development outcomes
