Creates a new "low potency cannabis beverage retail permit" allowing licensed off-premises liquor and wine stores to sell cannabis beverages containing no more than 5mg of THC per single-use container

Requires cannabis beverages to be manufactured by New York state adult-use cannabis licensees and kept in a separate, clearly marked area from alcoholic beverages

Imposes a 9% tax on distributor sales to permit holders and a 13% retail tax on consumer sales of low potency cannabis beverages

Distributes the 13% retail tax as follows: 1% to State Liquor Authority for administration, 4% to local municipalities, 4% to social equity and small business assistance, and 4% to the general cannabis revenue fund

Prohibits sales to persons under 21 years old, with violations subject to the same penalties as alcohol sales to minors, including potential license revocation
