Planning boards in towns, villages, and cities must develop and publish standardized application forms listing all required studies, reports, documents, and technical standards for site plan review submissions.

Reviewing authorities must notify applicants within 30 days whether their application is complete or incomplete; failure to provide notice within this period results in automatic deemed-complete status.

Planning boards cannot require additional studies, reports, or documents beyond those listed on the standardized form unless the submission fails to meet standards or the project scope materially changes.

Municipalities must notify applicants with open or pending applications within 10 days of any updates to the standardized form requirements.

The standardized form requirements cannot be waived by local boards, and municipalities have 180 days from the act's effective date to develop the required forms.
