Establishes maximum timeframes for New York agencies to respond to Freedom of Information Law (FOIL) requests: 180 days for requests before December 31, 2027; 90 days for requests in 2028; and 60 days for requests on or after January 1, 2029

Requires agencies to provide written notification signed by the commissioner if they cannot meet the deadline, explaining why and what efforts are being made to provide records as soon as possible

Mandates monthly progress updates to requestors when agencies exceed the standard timeframes

Allows exceptions to deadlines only when federal law prevents timely review, employees cannot safely access records, or records are too voluminous to reasonably review in time

Takes effect January 1, 2027, and does not apply to requests involving records subject to third-party litigation concerning exemptions
