Terminates Executive Order 47.3, which required the Department of Corrections and Community Supervision to investigate employees involved in an illegal strike and report them to the state registry of police and peace officers as removed for cause

Ends the prohibition preventing all New York State agencies from hiring anyone who was separated from the Department of Corrections and Community Supervision due to participation in the illegal strike

Removes the requirement that state agencies check whether job applicants or individuals undergoing background investigations were previously terminated from Corrections for strike participation

Restores suspended provisions of Civil Service Law, County Law, Municipal Home Rule Law, Correction Law, and Criminal Procedure Law that had been modified to bar strike participants from transfers, promotions, and appointments across state and local government

Uses the Legislature's authority under Executive Law section 29-a to terminate emergency executive orders issued by the Governor during a state disaster emergency
