Born in 1958 in Belladere, Haiti, he served 15 years as an officer in the Haitian military, including an assignment at the National Palace

He immigrated to the United States in 1995 and earned a Master's Degree in Theology from the Centre d'Etude et de Reeducation Evangelique de New York in 2004

Ordained as a pastor in 2006, he currently serves as Assistant Pastor at Church of God Faith in Christ in Brooklyn, New York

The resolution directs that an engrossed copy be transmitted to Pastor Robert as an expression of the Legislative Body's respect and admiration
