Expands eligibility for New York's Tuition Assistance Program (TAP) to include students classified as homeless under federal student financial aid programs (Title IV of the Higher Education Act) or the federal McKinney-Vento Homeless Assistance Act

Adds homeless students to the category of students (alongside orphans, foster children, and wards of the court) who receive modified treatment in calculating TAP awards based on parental income

Requires the Higher Education Services Corporation president to establish uniform verification rules for homeless status, aligned with federal verification methods used for Title IV aid or McKinney-Vento Act eligibility

Clarifies that students qualifying under McKinney-Vento or Title IV homeless provisions shall not be considered emancipated for purposes of determining TAP award amounts

Takes effect on July 1st following enactment, with authorization for immediate rulemaking to implement the changes
