Creates a shoreline hardening program for property owners along Lake Ontario and the St. Lawrence River to minimize flood damage through added materials or structures

Requires the Department of Environmental Conservation to provide oversight, assist with construction plans, and give final approval before any work begins

Mandates the department to assist residents in obtaining all necessary permits for approved shoreline hardening projects

Property owners are responsible for paying the costs of implementing their approved shoreline hardening plans

Department will reimburse residents for up to 50% of shoreline hardening costs after verifying completed work complies with the approved plan
