Requires at least 20% of opioid stewardship fund moneys be invested in recovery services and supports, and at least 20% be allocated to the Department of Health for harm reduction services including syringe service programs and drug user health hubs

Mandates that fund moneys supplement rather than replace existing federal, state, or local funding for substance use disorder prevention, treatment, recovery, or harm reduction programs

Expands authorized uses of the fund to include programs operated by or certified through both the Office of Addiction Services and Supports and the Department of Health

Requires an annual report by November 1st detailing fund disbursements, recipient names and amounts, award criteria, program effectiveness using evidence-based metrics, and baseline funding levels for recipients

Removes the June 30, 2029 expiration date, making the opioid stewardship fund permanent
