Requires all colleges, universities, professional, proprietary, and graduate schools in New York to provide written notice to students of the institution's tuition liability policy

Notice must be provided in clear and conspicuous language and include information about exceptions to tuition liability and the process for requesting such exceptions

Students must receive notice in both hard copy and electronic form and must acknowledge understanding of the policy and receipt of the notice

Institutions must provide additional notices about tuition liability policies and exceptions throughout the academic year

Takes effect 90 days after becoming law
