Establishes automatic voter registration through the Department of Motor Vehicles beginning January 1, 2028 for REAL ID and Enhanced license transactions, and January 1, 2029 for standard license transactions, automatically registering eligible citizens who provide citizenship documentation unless they opt out

Creates automatic voter registration for Medicaid enrollees beginning January 1, 2028, transmitting voter registration information to election boards for applicants whose U.S. citizenship is externally verified during enrollment

Requires county and city boards of elections to send newly auto-registered voters a non-forwardable mail notice with a postage-paid form allowing them to decline registration, select party enrollment, or request address confidentiality protections

Removes the Department of Motor Vehicles from the existing agency-based voter registration system under section 5-900, replacing it with new dedicated automatic registration procedures that distinguish between citizenship-documented and non-documented applicants

Mandates the State Board of Elections to publicly release monthly data reports on automatic registrations, opt-outs, and registration updates, broken down by gender and age, without personally identifying information
